Thomas Balsley Associates and Urban Strategies were selected to create a master plan for regeneration of the Gateway Mall in downtown St. Louis. The Master Plan will create a strong, timeless and unifying framework, which can accommodate a diverse mix of changing uses and focal areas within it.
