Preston has in recent years fallen into decline due to shifting national and global economies. USI was commissioned to review the city’s existing regeneration initiatives and identify realistic directions for the City to reverse its slow decline. This strategic review’s objectives were to evaluate Preston’s priority regeneration programmes; to assess the City’s strategic planning framework; to identify the resources required for implementation; and to establish specific directions for the City’s physical and economic regeneration.
