Hung Shui Kiu is a district situated in the North Western New Territories of the Hong Kong SAR, directly across the Pearl River Delta from Shenzhen in Mainland China. Urban Strategies prepared a master plan for the 790 hectare site that capitalizes on Hung Shui Kiu’s locational advantage and explores development opportunities and enhanced economic integration between Hong Kong and Shenzhen through appropriate land use patterns, transportation planning and infrastructure initiatives.

The plan proposes a number of neighbourhoods sensitively integrated with existing villages, historic structures, recent development and environmentally significant features. The largest of these neighbourhoods will be the Gateway Urban Centre – a dynamic and iconic mixed-use district with a central rail station and the grand Castle Peak Park at its core. The station will incorporate three rail lines and become a major destination and regional attraction, catering to the local population and visitors in transit between the Shenzhen and Hong Kong International Airports.
A new population of approximately 260,000 is proposed, meeting Hong Kong’s future urbanization needs. The master planning for Hung Shui Kiu will be proactive in reducing energy use and carbon emissions by creating a development pattern that enables wise and efficient use of resources. Other sustainable initiatives include amenities and communities facilities at the local and regional level, including the remarkable Confluence Park at the intersection of two naturalized water courses.
