Retained in 2023 by Neatt Communities, Urban Strategies is leading the master planning, engagement, and approvals for Mountainview West—the redevelopment of a 20.8-hectare brownfield into a vibrant neighbourhood on the edge of Milton’s historic downtown. Positioned as a gateway to the Niagara Escarpment, the community will support and complement Downtown’s commercial and office functions while reflecting the character of Old Milton and the adjacent Natural Heritage System (NHS).
The plan builds on completed remediation that removed contaminants, managed invasive species, restored forest, and established a new wetland at the NHS edge. The framework locates landmark public spaces and a stormwater management pond along this interface, creating an accessible landscape that connects natural and urban systems.

Six design strategies structure the community:
- (1) a valley-side edge with signature open spaces;
- (2) a continuous central Green Spine that draws nature into the site;
- (3) a Valley Side Trail closing a key pedestrian and cycling gap between Steeles Avenue East and Downtown;
- (4) a fine-grained, connected street and block network designed for walkability and transit while internalizing servicing;
- (5) a walkable mixed-use heart focused around a new main street; and
- (6) a diverse townscape that integrates high-, mid-, and low-rise buildings, providing sensitive transitions to adjacent neighbourhoods.
Phase 1 will deliver townhouses stepping to mid-rise buildings that frame the Green Spine and a new Pondside Promenade. Urban Strategies is advancing an Official Plan Amendment for the 20-acre site and a Zoning By-law Amendment for Phase 1, enabling a complete community with housing choice, a high-quality public realm, and multimodal connectivity.
