In 2013, the Housing and Development Board of Singapore (HDB) invited international design firms to provide a conceptual master plan for Tengah, a comprehensive new town for about 200,000 people at the western edge of Singapore’s urban agglomeration. Located at a key ‘gateway’ to the reservoirs, wetland and nature reserves which line the island’s northwestern coast, the 730 ha site offers a unique opportunity to create a town that connects Singapore’s urban fabric with its natural environment.

Understanding the unique natural condition of the site as well as the required urban density of the future new town, our team established our vision for the project as Forest Town of Urban Villages, a vision for the town that is both regional and local, urban and rustic, large and small, high and low, community and individual.
