Urban Strategies is leading the master planning and development approvals process for the revitalization of the 72-acre former industrial Oil Site, formerly known as the Imperial Oil Site, on Mississauga’s evolving waterfront. This revitalization is transforming the industrial site into a vibrant, mixed-use, sustainable urban community known as ‘Brightwater’. Intrinsically tied to the scale and intimacy of Port Credit, it embraces local heritage yet creates a new destination along the extending shores of Lake Ontario, a central piece of Mississauga’s waterfront. Brightwater will stitch the west side of the Credit River to the eastern Port Credit Village, and the edge of Lake Ontario up to Lakeshore Road West. Much like a tapestry of interwoven landscapes, squares, and building fabric, this new community reconnects existing parkland and adjacent neighbourhoods, while fortifying a cohesive Lakeshore Road West The development plan includes over 3,000 residential units, over 300,000 square feet of commercial, retail, and office space, 18 acres of open spaces and new five public parks, including a new waterfront park.
Since 2019, significant progress has been achieved in site works and construction. Remediation has substantially advanced, and to date, 725 residential units have been delivered, including 150 affordable homes. Reflecting its strong commitment to sustainable design and community living, Brightwater has earned recognition as a LEED for Neighbourhood Development (ND) community. In response to changes in the planning framework and development context since 2019, Urban Strategies has collaborated with the Port Credit West Village Partners (the “Partners”) to refine and optimize the Approved Master Plan for continued implementation. In Fall 2024, the site received approval for an additional 898 units, a revised built form featuring three new towers and a mid-rise building, and an updated land use plan to enhance waterfront activation. Urban Strategies is now working with the Partners to advance the required zoning framework, with approval anticipated in November 2025.
